I was born and raised in Marlboro County. I am a graduate of Lincoln High School in Clio, SC. After High School, I relocated to Washington, DC. There I became employed with the United States Department of Justice, Immigration and Naturalization Services (INS). After beginning my career as a Legal Technician to several line attorneys, and completing the Department of Justice courses for Legal Technician and Paralegal Studies, I was later promoted to Personal Assistant to the General Council in the Office of the General Counsel (OGC). I retired after a thirty year career with the agency. This agency later became what is now known as the Department of Homeland Security after the attack on our nation's Capitol on 09/11/01.
Upon retiring from the federal government, I returned to South Carolina and married my high school sweet heart, Mr. Russell Manning, Jr. of Dillon. He has played an instrumental role in reestablishing my roots in what is once again my home.
